LETTER FROM OUR BOARD CHAIR

Dear Friends of Cabrini,

I’m extremely honored to serve as the new Board Chair of Cabrini Immigrant Services of New York City. I began my journey with the Missionary Sisters of the Sacred Heart of Jesus in 2003 as a social work intern at CIS-NYC and have been privileged to remain connected since then, working for Cabrini Ministries in Swaziland and then serving as the Board Secretary of CIS-NYC for the past 4 years.

The needs of immigrants in New York City have never been greater. With the support of our donors, volunteers, community partners, and friends, CIS-NYC has been able to grow significantly over the past few years to help meet these challenges. In the last year, we held our first fundraiser in over 4 years raising $35,000; we completed 964 immigration legal consultations and opened 600 new cases; we distributed over 365,000 meals worth of food through our food pantry; we provided scholarships to 13 undocumented students through our Angel Fund; and much more.

As we move into 2024, I want to give a special thanks to our former Board Chair Ilze Earner. Almost 25 years ago as a Professor at Hunter College School of Social Work she and Sr. Pietrina Raccuglia created a partnership to bring graduate social work students to serve at CIS-NYC. That partnership has been essential to the growth of CIS-NYC and over the years has brought us two incredible Executive Directors (Christina Baal & Javier Ramirez-Baron), staff members, and dedicated volunteers who have shaped our organization. Ilze’s commitment to immigrant populations, the field of social work, and CIS-NYC has been exceptional and unwavering, and we are grateful that she will continue to support CIS-NYC as a board member.

Despite the challenges of recent years, immigrants continue to enrich our city and country in tremendously valuable ways through culture, labor, and community. In 2024 we look forward to celebrating our 25th year of accompanying immigrant families in the spirit of Mother Cabrini. IMMIGRATION LEGAL SERVICES

Our Staff Attorneys, Department of Justice Accredited Representatives, and Social Workers work together to ensure all who come to CIS-NYC are provided with legal orientation and education, connected with vital resources, and supported through the often grueling and discouraging legal immigration process. As a result of receiving legal services at CIS-NYC, our clients have increased access to vital benefits and life-changing opportunities, such as access to higher paying jobs, education, consistent healthcare, family reunification, and more


 
 

• 964 immigration legal consultations.

• 600 new immigration cases opened.

• 29 families reunited after years of separation.

• 93 cases opened to protect our most vulnerable immigrants, including those seeking asylum, survivors of domestic violence or assault, immigrant youth, and children & adolescents who have been abused, neglected, or abandoned.

• 700 immigration applications successfully submitted to USCIS.

• 131 work authorizations obtained

• 20 new citizens.

• $937k saved in legal representation fees.

ENDER'S STORY

Ender is a 19 year old from Venezuela who arrived in the US in early 2023. He had heard about Special Immigrant Juvenile Status (SIJS) and believed that he might be eligible because his father had been murdered in his home country. When he arrived at CIS-NYC he had an upcoming immigration court date and needed to find affordable legal services. Our legal team was able to help Ender apply for Temporary Protected Status and work authorization so that he could find a steady job. Prior to obtaining his work authorization, work was unreliable and often unsafe, as he would stand on a corner hoping to be hired for the day to work as jornalero.

He was never sure how he would be treated or if the people hiring him were trustworthy. Now he has a steady job working at a construction company, which he enjoys. One of CIS-NYC’s attorneys is currently helping him navigate the process of applying for Special Immigrant Juvenile Status so that he can have permanent legal status in the US.

Ender has also worked with CIS-NYC’s Social Services team, who have encouraged him to enroll in high school to continue his education and are helping him to find a school that will meet his needs. He has also been provided with general Case Management and support accessing services related to health care, education, and employment. Our Social Services team has worked with Ender to ensure he has the mental health support he needs to process the trauma he experienced in his childhood and throughout his migration process. He said that he feels that he has gained a strong network of support at CIS-NYC who he can always reach out to if he needs assistance.

 
 

SOCIAL SERVICES

Through our Case Management Program, CIS-NYC supports our clients in navigating and accessing services related to healthcare, employment, education, nutrition, mental health, and housing.

We aim to be a bridge between immigrants and the resources they need. With the support of our staff, CIS-NYC’s clients are empowered to access the resources and opportunities they have a right to, without fear.

• Over 400 clients received case management support.

• Case Managers made over 800 referrals to vital resources and service.

CIS-NYC’s mental health services provide a safe and culturally sensitive space for our clients to process and heal. We provide short-term crisis counseling, as well as psychoeducational support groups for immigrant women and parents. In these groups, clients learn about a range of topics and coping tools, discuss their shared experiences, offer one another mutual support, and build community. In 2023 we also offered a nutrition workshop where clients learned about healthy eating habits.

• 62 clients received short term crisis counseling over the course of more than 350 sessions.

• 133 individuals participated in our support groups. Over the course of the year we held 33 group sessions.

 

Carlos’s Story

“Cabrini is the only office that has supported me since I have been here. Sometimes I don’t want to bother anyone because I have been there many times, but every time I go to Cabrini, I feel like I am taking a step forward and because of that I keep coming back.”

Carlos came to the US in 2021 after facing political persecution in his home country of Cuba. Since arriving in the US he has struggled to find stable work and housing due to his immigration status and language barriers, and is currently homeless. Upon arriving at CIS-NYC, Carlos was provided with support applying for his Learner’s Permit and a New York City ID, which are vital for navigating systems and accessing resources in New York City. He has also been referred to local food pantries, shelters, and employmentreadiness programs to support him in finding stable work, in addition to receiving emotional support from our team. Carlos is also working with one of CIS-NYC’s attorneys to obtain legal status, which he has said is vital as he has struggled to afford legal services.

BIENVENID@S NEW

ARRIVALS PROGRAM

Throughout 2023, we continued to see many asylum seekers arriving in New York City from the Southern Border with very urgent needs and very limited support. We developed the Bienvenid@s Program to welcome new immigrants and rapidly respond to their specific needs. We provided clothing, personal hygiene items, metro cards, and gift cards in addition to offering basic legal consultations, case management support, and mental health services.

• Supported 302 new arrivals with rapid response services.

• Distributed 160 gift cards and 172 metro cards.

• Distributed clothing and personal hygiene items to 184 clients.

• Held two legal clinics to help 53 Venezuelan clients apply for Temporary Protected Status (which provides protection from deportation & work authorization).

• Provided pro se immigration support to asylum seekers, which allowed us to assist 39 individuals in filing asylum applications.

CAROL’S STORY

“The help I received was almost immediate as I quickly got the children registered in school and obtained medical insurance, which was very important. The women’s and parent’s groups have also been a great emotional help. More than anything, Cabrini has welcomed me to this country, because it is not easy to adapt to a place with a different language and customs… Cabrini helps immigrants to establish ourselves and provides us with the means to achieve our dreams.”

Carol decided to come to the US at the end of 2022 due to the violent situation in Colombia. Carol’s family was threatened and one family member was seriously injured, but the police wouldn’t help them. After her husband came in early 2022, Carol followed with her 21-year-old son, her 10-year-old son, her 3-year-old son, and her 23-month-old daughter. She entered through the Arizona border. It was a very traumatic experience because the Mexican cartel kidnapped them in Mexico. They suffered hunger and mistreatment but finally they were released and allowed to cross the border. Upon arriving, they were placed in detention. After being released she and her children made their way by bus to New York. She said when she arrived she was very scared and felt very alone. Eventually, someone gave her CIS-NYC’s phone number and she was able to immediately get assistance. A Case Manager helped her obtain health insurance, find a food pantry, register her children for school, and apply for a New York City ID. Carol joined our Women’s Group, which she said has helped her to feel less alone. She has also participated in CIS-NYC’s Nutrition Group, Parenting Group, Justice for Immigrants workshops, supportive counseling, and Family Trips.

SOCIAL SERVICES PROGRAM

SPECIAL INITIATIVES & ACTIVITIES

 

Angel Fund Scholarship

CIS-NYC’s Angel Fund Scholarship Program provides scholarships to low income immigrant students who are pursuing higher education. Students also receive ongoing support from our social work team throughout the school year. We distributed $12,385 in scholarships to 13 immigrant students. In December we partnered with volunteers at Kearney Consulting to hold a career development workshop where students learned resume building and interviewing skills.

Anti-Trafficking Project

In 2023 we started a special project to train our Social Services staff to assess trafficking risk and provide appropriate support and referrals. We conducted 49 screenings using the Adult Human Trafficking Screening Tool and provided clients with education about trafficking. Thanks to the screening tool we identified clients who had histories of human trafficking, domestic violence, or persecution and we were able to provide services or refer them to specialized agencies.

Christmas Gift Distribution

In December we held our annual gift distribution and celebration, which was attended by 64 families with a total of 128 children. Each child received two toys, in addition to clothing, books, and winter jackets. Parents were also given a gift card. The families who participated enjoyed face painting, arts and crafts, games, and of course the presence of Santa!

My family and I have been members of the Cabrini community for 5 years. We are proud to belong to a warm, empathetic team with a great gift of service. Both of my children remember all the Christmas celebrations in Cabrini. My children express their emotion with a smile and remember how much fun they have during the Christmas holidays with Santa Claus Cabrini, the family photos, the delicious food, the toys and the gifts they receive. My family and I are proud and grateful to belong to the Cabrini family, which makes us feel like Christmas in our countries” - Evelyn

Family Trips

In 2023 we took 26 individuals to visit the Museo del Barrio and a group of 16 to the Museum of Natural History. These outings were the first time at a museum in the US for most of the families. Over the summer, we took 53 clients to a water park in New Jersey, where they got to experience a day of fun with family and friends

Family Gatherings

Throughout the year our Social Services Program held three fun gatherings and meals, which provided an opportunity for our community members to connect and build friendships!

MILENA’S STORY

I was born in Santiago de los Caballeros in the Dominican Republic and came to the United States 36 years ago. When I arrived, I didn’t know that being undocumented I would have to face so many obstacles and suffer so much to survive. I have been homeless, a victim of domestic violence, and lived in shelters where I was mistreated. I always dreamed of continuing my education in the US, but focused on raising my children, ensuring that they had the opportunity to pursue an education and establish successful careers. I was eventually able to get my GED but did not qualify for aid or have the financial means to attend university, so my dreams were put on hold. Today at 66 years old, with the support of the Angel Fund, I have the opportunity to pursue this dream. Being able to study and advance my career is an achievement that will give me the tools to be able to change my life and support myself financially here in the United States.

FOOD PANTRY

 
 

CIS-NYC’s Food Pantry provides healthy, well-balanced packages of food to clients from our local community, ensuring that their most basic needs are met. Our pantry is located at the Church of the Good Shepherd, where we distribute food on a weekly basis in partnership with the Church community.

14,767 packages of food distributed.

Over 366,500 meals worth of food distributed

An average of 735 families in need served each month.

Throughout the year we offered a range of additional services and resources during pantry service hours, including: information about tenants’ rights, free COVID tests, and support accessing health insurance.

 

Between September and December CIS-NYC partnered with the Community of Sant’Egidio to hold a pop-up pantry in the Bronx. Through this partnership we distributed an average of 113 bags of food to families in need each month.

In June of 2023, the CIS-NYC Food Pantry began working with Project DASH to provide food packages directly to clients on disability or who had other extenuating health-related circumstances. Project DASH is DoorDash’s initiative to empower food banks, food pantries, and other social impact organizations to leverage DoorDash logistics to increase access. Local deliveries provided the pantry with access to clients who need our services the most. Through this program we were able to feed 19 clients, who received a total of 127 food packages.

“The deliveries are a very, very big help. Our situation is very difficult because I’m disabled, and dad has been bed-bound for three years now. I can’t do much, so mom has to do all the lifting and bringing. It gets to be a lot for her because she’s 74. And especially now that winter is coming, it’s quite difficult. So, it’s amazing. You don’t even know how much we thank you. If you guys get stars, you get ten stars. Not five; ten!” - Tess, Delivery Client

JUSTICE FOR IMMIGRANTS

The Justice for Immigrants Program (JFI) aims to engage our multigenerational immigrant membership in educating their communities, developing leadership skills, building community resilience, and advocating for a more humane immigration system.

Over 300 community members participated in JFI activities throughout 2023. These activities included:

• 17 educational workshops on important topics such as access to healthcare, tenant rights, financial literacy, immigration basics, and more.

• 17 membership meetings where members learned about campaigns, shared resources, supported one another, and built power as a community.

• 12 campaign and advocacy activities such as rallies, marches, creative actions, press conferences, trips to Albany, and meetings with elected officials. Our membership was particularly active in supporting the #UnemploymentBridgeProgram campaign (to create an unemployment program for excluded workers) and #Coverage4All (to provide health insurance to all immigrant New Yorkers), in addition to continued advocacy for broader immigration reform on the federal level.

Fostering New Leaders


We closed out 2023 with the first half of our annual leadership development program, where 6 community members learned about community organizing tactics and put their new skills to use by mobilizing for an action for the Unemployment Bridge Program campaign. Throughout the year, members also had the opportunity to build their leadership and organizing skills through trainings on speaking to elected officials, how a bill becomes a law, resume building, using social media for social change, and computer literacy.


MANUEL’S STORY

“The leadership program has made me feel a significant change. It has helped me realize that I can help others. In this case, by participating in advocating for the rights of immigrants, such as myself…[I have learned how to] participate in this country’s government as an immigrant. Before learning this information many of us feel that we cannot do anything, we can’t contribute anything, but that’s not the case! There are many things we can do and it’s important to know this.” - Manuel

 

After Manuel migrated to the US from Mexico at the end of 2022 he struggled to find support until a friend told him about CIS-NYC. He initially received case management support, access to food, and an immigration consultation, and later was connected with Justice for Immigrants. Since joining JFI Manuel has attended many workshops, meetings, and actions and was even interviewed about the right to shelter law after learning how to share his story in a JFI training. He graduated from CIS NYC’s leadership training and has had the opportunity to go to - 14 - Albany to advocate for important legislation.

SPECIAL PARTNERSHIPS

 

Rompiendo Las Aguas

Rompiendo Las Aguas is a radio program supported by CIS-NYC that began broadcasting on Radio Maria in 2015. The radio program focuses on bringing information and empowerment to listeners, and in particular immigrants. Rompiendo Las Aguas is hosted by Angel Diaz who is a community leader and board member at CIS-NYC. The program airs every Thursday live on Radio Maria NYC at 9am and is rebroadcasted online by the Red of Radios Catolicas. In 2024 CIS-NYC partnered with Sant’Egidio to host a Know Your Rights workshop for French-speaking asylum seekers and a series of pop-up food pantries in the Bronx.

SOLIDARITY PROJECT WITH SANT’EGIDIO

In 2022 CIS-NYC established a formal partnership with the Community of Sant’Egidio to establish a homeless outreach program. This program provides individuals experiencing homelessness in Midtown Manhattan with weekly meals, accompaniment, and support in accessing essential resources and services. Sant’Egidio often supports individuals who interact with existing outreach and support structures, offering them an invaluable trustworthy advocate. In 2023 volunteers delivered 20,000 meals, interacting with and providing support to as many as 450 individuals each month, helping many to access identification, benefits, and housing


CELEBRATE WITH CIS-NYC!

On Saturday, June 10th CIS-NYC held our first in person fundraising event since 2019! We were overjoyed to see so many familiar faces after almost 4 years, as well as many new faces joining us to learn about and support our work. We hosted nearly 200 guests on the lawn of the St. Frances Cabrini Shrine in Washington Heights, where we shared a delicious meal, enjoyed performances, posed in front of the photobooth, and celebrated our honorees. Our guests enjoyed a performance by nonprofit dance theater company Kinding Sindaw and danced the night away to the music of La Cumbiamba eNeYé. Our Executive Director, Javier Ramirez-Baron, shared about CIS-NYC’s impact over the past year and our staff and board presented the Heart of Cabrini award to our five incredible honorees: Sr. Yolanda Flores, MSC, Assemblymember Steven Raga, Sara Valenzuela, Felipe Ministro, and Juan Marmol. Not only was it a beautiful and joy filled evening, but we nearly doubled our fundraising goal.
